What is the priority for fuel sources?
The Order of Precedence is:
1 - Government owned Fuel from Military Sealift Command - Oilers
2 - Government owned Fuel from DFSPs
3 - Government owned Fuel from other Navy Ships
4 - DLA Energy charter tankers equipped with at-sea refueling equipment
5 - Foreign governments (per international fuel exchange agreements (FEAs)
6 - Commercial bunker contracts administered by DLA Energy using SEA CardŽ
7 - Commercial vendors using SEA CardŽ open market through the DLA Energy Contracting Officer
8 - Local purchase using an SF 1449 (If there is no DLA Energy contract in place or registered open market vendor, the ship must place an order with the regional FLC. FLC approval must be issued prior to purchasing ship's bunker or aviation fuel)
